The first comp is more effective overall. The structure of the header works better. I would suggest replacing the road sign image with a photo of happy children. This will help convey the idea of the site better.
In terms of your content section, add a side bar to break up the single column layout. Consider adding content images and formatting the text content more effectively so it's not one big chunk of unformatted text.
The second comp is the better of the two. but it does not look like a children's site.You may be want to add pictures of some children and make it a little more kid friendly
